Samantha was abducted by her non-custodial mother, Ann Yermak Kibalo. Samantha was on a two day visit with her mother, and she was never returned to her father, Michael Kibalo. Michael and Anne divorced only weeks after Samantha`s birth. Every time that Michael had visitation with Samantha, Ann would accuse him of abusing the little girl. Michael gained custody of Samantha when she was almost a year old, after Ann lost custody when Samantha came back home from a visit with several bruises on her face. Ann has been diagnosed with Munchausen’s Syndrome by Proxy, a form of abuse in which a parent or caregiver will exaggerate, fabricate, and induce physical, psychological and mental health problems to those in their care. Ann had taken Samantha to seven different doctors, on thirty three different occasions, and had hired eleven different psychologists and twenty three different lawyers. She is very mentally unstable and is considered disabled. Ann suffers from a severe personality disorder and several traits from other disorders. She is a very sick woman, whom should not be responsible for a child in any form. Samantha`s family is greatly concerned for her well being considering all of the issues surrounding her mother.
An FBI warrant for Kidnapping was issued for Ann on January 15, 2002. She also has warrants for her arrest on charges of Unlawful Flight to Avoid Prosecution and Unauthorized Use of a Motor Vehicle.
Ann and Samantha were originally travelling in a black four door 1996 Suzuki Sidekick Sport with a gold-colored bumper and New York license plates. The vehicle was recovered in a parking garage in New York City, New York Borough of Brooklyn, 2 months after Ann and Samantha disappeared. The two may be travelling with a 12 pound miniature Tibetan Spaniel named Vodka. They may frequent doctor`s offices and other medical facilities. The two may also be with an adult female relative. They could be in New York City, the New York area, or in Palm Beach County or Boynton Beach, Florida, Illinois or New Hampshire. There was one spotting of Samantha and Ann in New Mexico, but the two have not been seen since. Samantha was reportedly a quiet child, and her mother was not interacting with her much.
Samantha`s father now lives in New Jersey, however he continues to search for his little girl. Samantha may be being home schooled, as there is no record of her being enrolled in any school anywhere. He believes that Ann and Samantha have been moving frequently to different places around the United States, using two or three aliases. He also believes that Ann`s mother may be assisting her, as she has refinanced her home several times. Michael`s theories have not been verified by authorities.
Samantha is greatly considered a risk due to her mother`s conditions and history of physical abuse.
