Jeffrey Baldwin was a beautiful little boy that the world forgot.  This little man lived his life in pain and fear, never knowing how it felt to be loved.  The most tragic part of Jeffrey’s death, is that it was 100% preventable had the Catholic Children’s Aid Society done their job.  A child protection agency has claimed the life of yet another child, one worker in particular played a huge role in Jeffrey’s death for her negligence and laziness, but let’s start at the beginning.

Jeffrey Baldwin was born on January 20, 1997, in a hospital in Toronto, Ontario, Canada to parents Yvonne Kidman and Richard Baldwin.  Just over a year later, Jeffrey and his older sister were taken by the Catholic Children’s Aid Society, claiming allegations of abuse against Yvonne and Richard.

Jeffrey and his sister were sent to live with their grandparents, Elva Bottineau and Norman Kidman who were awarded custody of the children.  CCAS did NOT run any background checks on Bottineau and Kidman before placing Jeffrey and his sister in their care, they never looked into their home and their ability to care for children in any form.  Jeffrey and his siblings were essentially handed over to complete strangers, simply because their name was Grandma and Grandpa.  For years after this occurred, Jeffery was beaten, starved and tortured, by his grandparents.  James Mills was dating Jeffrey’s aunt at the time of Jeffrey’s abuse, and lived in the home with the children and Bottineau and Kidman.  Mills stated that Bottineau did not love Jeffrey or his sister, considering them purely a “dollar and cents” matter, as they collected social assistance for the children.

All the signs of abuse were there, hundreds of opportunities to save Jeffrey from his living hell, were ignored, written off and wasted.

In 2000, a case worker noticed Jeffrey had a bruise under his eye, but quickly dismissed it as an accident and no action was taken.  Free to do what they please without facing consequences from the CCAS, Bottineau and Kidman kept Jeffrey and his sister locked in a room at night with all of the heat vents closed.  The room was cold and covered in feces and waste.  When the two helpless babies were allowed to leave their ‘room’, they were forced to eat with their hands from a mat on the floor up which Bottineau and Kidman called the “pig mat”.  When Jeffrey needed to drink, he was forced to do so from a toilet bowl.  One of the last people to ever see Jeffrey alive, recalled the little boy being so weak that as he crawled up the stairs to his dungeon of a room, he did so in a slow “death march”, with his pajama bottoms falling of his skeletal body with every step.

On November 30, 2002, Bottineau placed a 911 call to report that Jeffrey was not breathing.  She claimed that Jeffrey may have “a touch of the flu”, and is “apparently not breathing now.”  There was no urgency, no sense of worry, just a nonchalant attitude.  What first responders witnessed when they arrived at the home, they say “still haunts them to this day”, and called the sight of Jeffrey’s little battered body “soul-destroying”.  Paramedic Marc Dugas called the abuse “complete and utter destruction of dignity to any child or human being”.  Jeffrey was covered in bruises, sores and abrasions.  His abdomen was swollen, and he had almost no fat or muscle mass and looked like a skeleton.  He was too weak to even life his little head.  Jeffrey was so emaciated at the time of his death that he weighed a mere 21 pounds, less than he had on his first birthday, almost 5 years earlier.  Dugas shared that for the first time in 18 years of being a paramedic, this was the first case he is not able to “switch off” when he goes home from work.  He says “It got so I couldn’t sleep at night.  Every time I closed my eyes I would see it.”

The thing that really rips my heart right out of my chest, is that no one even bothered to ride in the ambulance to the hospital with Jeffrey.  No one even feigned remorse or distress over the loss of this little man’s life.  In fact, after Jeffrey was taken out of the home and brought to the ambulance, NO ONE came out to see how he was doing.  There were six adults and six other children in that house, and not one of them raised an ounce of concern to stop the abuse, or an ounce of concern as to Jeffrey’s fate.  Jeffrey entered this world alone, destined for a life of horror at the hands of everyone he ever knew, and he left this world alone, cold and in horrific pain.

What I wouldn’t give to have been there to hold this beautiful little boy’s hand, kiss his cheek, and just hold him, at least giving him the chance to leave this world wrapped in love.  What I wouldn’t give to show him how a little boy should be loved by their mother, to show him what it felt like to be safe and unafraid.  I also question as to how six adults were living in the home with Jeffrey at the time of his death, and yet only two were charged.  Surely the remaining four were guilty of negligence for never bothering to report the abuse.

When the first emergency crew arrived, after the paramedics, they actually had to go and knock on the door to get Bottineau to come out, and when they did knock, she was annoyed by the noise and wasn’t afraid to let them know that.  “She told me to keep it down because there was a child just inside, sleeping on the couch,” stated Toronto Fire Captain Royal Bradley.  “Where was the emotion?  There wasn’t one damn tear shed.”  Bradley says that Bottineau told him that Jeffrey had just been seen by a doctor two weeks ago and he had been fine, which was clearly not even close to true.   The truth is, Jeffrey had not seen a doctor since he was 17 MONTHS OLD.

Jeffrey wasn’t enrolled in school, and neighbours had never seen him outside.  “It doesn’t appear that he was ever taken out of the house,” Attorney Witkin’s stated at the inquest.  “Rather, the evidence shows him to have been a hidden, neglected and malnourished child, who ultimately succumbed to his maltreatment.”

Jeffrey’s underlying cause of death was chronic starvation, which caused the bacterial bronchopneumonia and septic shock that killed this little man.    Sleeping in his own feces is what caused the infection, and Jeffrey was just too weak to fight it, or fight any illness for that matter.  His sister, 6, who had been locked up with him survived, but barely.  They believe the only reason she survived and Jeffrey did not, is due to the snacks she received at kindergarten.

Despite the clear evidence that Jeffrey was murdered, Bottineau and Kidman, were not arrested and charged with first degree murder until March 19, 2003.

On April 7, 2006, Bottineau and Kidman were found guilty of the second degree murder of Jeffrey Baldwin, and forcible confinement for keeping Jeffrey’s sister captive in the room with Jeffrey.  A couple months later, they finally faced their sentences for the slow, torturous murder of Jeffrey.  Bottineau was sentenced to life, with 22 years in prison before being eligible for parole.  Kidman was also sentenced life, with 20 years in prison before being eligible for parole.

It took ELEVEN years after Jeffrey’s murder for the Canadian courts to launch a coroner’s inquest examining Jeffrey’s death and circumstances surrounding it.  Finally in September of 2013, the inquest began, and what it has been revealing thus far, is infuriating and horrendous.

Margarita Quintana, who was the key social worker on Jeffrey’s case, is finally being shown for her true colors.  She may not have physically taken Jeffrey’s life, but she provided the circumstances in which Jeffrey was murdered.  She failed to do the only thing she was supposed to do.  SHE FAILED TO SAVE JEFFREY’S LIFE.  She made so many deceiving statements, filed so many false reports, and lied about ever visiting the home, that I think charging her with murder would be appropriate.

This inquest is the first time that Quintana’s and the agencies’ actions and negligence have been examined in a public forum.  It has shown that Quintana, and her supervisors never ran record checks on Bottineau and Kidman, a standard procedure which should have been done in ANY case before a child was placed in a home.  When Quintana was asked point blank if she had ever done internal record checks on Bottineau and Kidman, she admitted she had not done so, and repeated that she had not several more times.  Quintana was asked why no checks were performed, to which she replied “Because we didn’t have protection concerns regarding them.  We always check records when we have protection concerns.”  Protection concerns are just another way of saying the agency fears for the child’s safety and well-being.  OK – I’m taking the soap box out.

WHY, WHY, WHY would they even consider putting a child in a home which they have such horrible concerns about in the first place??? If you have concerns for a child’s safety and well-being – DON’T PLACE A CHILD IN THE HOME – PERIOD.  Record checks are done to determine if there is a risk to any children potentially placed in that home.  This means that if you have concerns before a record check, scratch that name off the list and then burn that damn list, and when you find a family that appears to have the ability to care for these children, you do record checks – BECAUSE THINGS ARE NOT ALWAYS WHAT THEY SEEM.  When it comes to a child’s life, ALL precautions MUST be taken.  There is no excuse for the negligence that occurred at the hands of Quintana, which directly resulted in Jeffrey losing his life.  Alight, I will get of the soap box … for now.

So let’s begin to discuss what Quintana and the agency would have uncovered had they actually done their due diligence and did a record check on Bottineau and Kidman.  They would have found records that stretched back more than 50 years.  It turns out that Bottineau’s family made it a family tradition to abuse and murder their children.  The agency actually became involved with Bottineau’s parents in 1950. However the show really kicked off in 1969 when Bottineau herself was convicted in the DEATH of her first child, 5 month old Eva.  Kidman, not wanting to be shown up, was convicted of assault after he beat two of Bottineau’s children by another man.

Another little nugget they would have found had they done their job, was that a psychological assessment of Bottineau showed that she had marginal intelligence at a whopping IQ of 69, right on the brink of mental retardation, but was considerably cunning.  Even Bottineau’s lawyer called her “wholly unqualified to raise children.”  The agency had ‘protective concerns’ (sound familiar?) with Bottineau and Kidman, and so they placed and maintained a supervision order on the three remaining daughters the couple had, including Jeffrey’s mother, Yvonne, until 1981.

In 1994, Yvonne took the reigns over and she and Richard Baldwin kept showing up in the CCAS’ case files as they continued to have child after child.  The two had a volatile relationship and spent more time fighting and arguing with each other than caring for their children.  Their narcissism, ineptitude, and inability to participate in programs which would have given them the tools to improve the function of the family and the level of care in which their children received, absolutely went to show that they were unfit to care for the children.  Numerous files were opened involving the couple, which led to Jeffrey and his siblings been removed from their parents’ care.

So let’s just review here, we have Bottineau convicted in the death of her first baby, Kidman convicted of beating two of Bottineau’s children, and now Yvonne and Richard are neglecting their own children after being neglected themselves.  The strange and appalling thing that had happened though between 1994 and 2002, was the agency’s complete 180’ view turnaround of Bottineau’s and Kidman’s ability to care for, nurture and protect a child.  The agency just painted over the truth of Bottineau, hiding her daughter’s death, her neglect repeatedly documented of her other children, her callousness and cunning attitude that makes her a danger to children, and they then began to paint her as a loving and caring mother and grandmother.

In fact Quintana’s supervisor, Marina Sweet stated at the ongoing inquest that she had met Bottineau at several case conferences, and while she was not a “university-graduate mother or anything”, she was “a very caring grandmother and mother.”  Quintana shared Sweet’s sentiments, stating that Bottineau “was very positive.  She was so helpful, yes.  She was always there when needed.”, regardless of the fact that neither one did their job, or performed the requirements of a background check.

They also clearly were not making any visits to the home, because I don’t care how stupid you are – it is OBVIOUS that Jeffrey was not being treated like the beautiful little boy that he was.  Animals are treated better than Jeffrey was.  Which leads to Quintana’s reports being forged considering that her notes called Bottineau and Kidman as “the strength” of this young family.  Quintana’s lies did not stop there, and this is the entire reason why she should be held accountable for her role in Jeffrey’s murder.  In 1998, another child-welfare agency, the York Children’s Aid Society, not the Catholic Children’s Aid Society, requested that a home study be conducted on Bottineau and Kidman, and guess what Quintana had to say after ‘conducting’ the study … she flat out recommended that ANOTHER baby be placed with the grandparents.  She stated in her ‘report’ to the YCAS, that she had “observed these children blooming and being happy in their care.”

By the summer of 1998, the CCAS and Quintana had assisted Bottineau and Kidman in gaining custody of all four of Yvonne and Richard’s children, and had closed every file that was once open on Jeffrey and his siblings while they were in their parents’ care.  In fact, Quintana actually stated in a report that “Mrs. Bottineau felt that our involvement is not needed any more.”  Uhhhh – WTF??  What if every parent that was involved with CPS agencies just said, ‘Thanks, but we don’t you anymore’ … would the workers smile and say OK, while closing the case file and dumping it in the garbage??  Is this what we are being asked to believe is OK, that they just took Bottineau’s word for it??

The more Quintana was questioned on cross examination during the inquest, the more she shifted blame.  She even said that Bottineau’s grown children (Jeffrey’s mother Yvonne included) should have told her about the negligence and abuse they suffered as children at the hands of Bottineau.  “They knew my phone number,” she snapped at the prosecutor.  Quintana went onto state that, “We get what we get.  We go visit the house and try to get the maximum information – that’s what we do.”  When the prosecutor then asked this incredible piece of work if “specific, directed questions would be more useful?”, Quintana responded with a shrug, “Yes”.

Margarita Quintana claims to not recall much about Jeffrey Baldwin.  If you ask me, claiming not remembering just goes to further show how callous, cold, hideous, and stupid she really is.  Everyone involved in Jeffrey’s case can’t get it out of their heads, it was a life changing event … for everyone but Quintana.  She’s unaffected, as though the shrug of shoulder simply washes away the brutal murder of a wonderful little boy that was left in a torture chamber, largely in part of Quintana’s negligence.

Despite of all the flaws Yvonne and Richard had, and how unstable their home was for their four children, it is noted that Jeffrey was always a chubby, smiling baby.  It was not in his parents’ care that he turned into merely bones and skin until he was too weak to even move.  The photos of Jeffrey in the first years of his life show a happy and healthy little boy, smiling and mugging for the camera.  Yvonne and Richard aren’t exactly outstanding members of society, but they did NOT murder their son.  They did not starve their son.  They did the best that they could with what they had (which wasn’t much, and little knowledge of how to raise a child), and their children were physically well.  Were they still unfit to be raising children, absolutely, however if given the choice between Yvonne and Richard and Bottineau and Kidman, Yvonne and Richard would win hands down every time.

Both Yvonne and Richard have testified that they were unaware of Bottineau and Kidman’s violent past of child abuse, they would never have consented to allow the grandparents to take their children.  Richard told the jury that he would have rather let his children go into foster care.

A memorial site with a park bench and a plaque honoring Jeffrey has been created.  It is an act of compassion and love to honor a little boy the world never knew, and is a beautiful way to pay our respects to Jeffrey.  It is a place, that reminds you to take a moment, have a seat and remember the lives of those we have lost, to send a thought their way, and whisper softly that they haven’t been forgotten.

In the wake of Jeffrey’s death, major changes were implemented at the CCAS and other children’s aid societies, including increased family history, background and record checks.  Also any potential relatives that would care for a child were subjected to the same rigorous standards as foster parents and adoptive parents.  While the changes were needed, and the system has taken a closer look at their policies and procedures, I just can’t find a way to make Jeffrey’s death less terrible, new systems or not.  This little boy was failed.  He had no advocate, he had no guardian, he had no parent, and he had no love.  The change brought on by this case, will never amount to the cost paid of Jeffrey’s life.

I have spent many hours going through Jeffrey’s case and many hours just looking at the photos of this little man, and each time, it only gets worse.  Jeffrey’s case is considered the worst case of child abuse in Canadian history.  This young man was robbed of every right he had as a human being.  He was not allowed to be a child, he was forced to be a silent victim that was only passing time on this earth until he finally was released through his death.  I have conceded that I will never understand why this happened.  There will never be a rational explanation of why.  What happened to Jeffrey goes beyond this physical world and was born in a very dark and evil place.  It’s hard to accept this, because there were so many opportunities to save Jeffrey.  I may not understand why – but I sure as hell know that it could have been stopped.

I would like to remember Jeffrey as a happy little boy, playing and running around, soaking in the beauty that life has to offer, however that just isn’t possible.  The truth is Jeffrey did none of those things, I don’t believe he even knew a life free of abuse, torture and pain actually could have existed.  Some will say it is a blessing that he passed away and is finally free of the pain, and maybe it is, but I can’t justify his death as being the best option for Jeffrey to be saved.  The CCAS failed to save Jeffrey – and we as a society, failed to hold the CCAS responsible for their actions which led to Jeffrey’s death.  If we want to change the situations that these children are in, and save other children from suffering the same fate, we need to raise our expectations of what social workers must do to ensure that these children are not placed in homes where they will be left to die.

Jeffrey Baldwin was a beautiful soul that the world lost out on.  I will never let Jeffrey’s memory fade, and I hope that you do the same.  I will keep Jeffrey in my heart, and I will make him a promise, a promise that I will spend the rest of my life fighting for change, and fighting for children that have never had the chance to live life.  I promise Jeffrey that I am going to hug my boys a little tighter, and watch the beautiful way in which children navigate this world with innocence and curiosity.  While I know that there will never be justice for Jeffrey (some things are just too horrific to be dealt with in this world), I will fight for justice for other abused and neglected children in Jeffrey’s name.

Weeks back I reported that the tree planted in Jeffrey’s honor at his memorial site was vandalized.  It still greatly upsets me that someone could be so cruel – however, the tree was quickly replaced by FROG (Friends of Greenwood Park) and Councillor Paula Fletcher.  Thank you to those who made it a top priority to replace the tree.

As many more people become aware of Jeffrey’s story, the movement to memorialize the little boy is gaining momentum.  Todd Boyce is continuing his fight to have a bronzed statue of Jeffrey erected in his memory.  The community continues to rally around him, but more help is still needed.  To date – $8,655 has been raised out of the $25,000 goal.  An unnamed organization has stepped up and offered to pour the statue for free, and for that I extend my gratitude.  Now it is our turn my friends.  It is our turn to step up and spread the word about the fundraising for Jeffrey’s statue, and it is our turn to give whatever we may have to give.  Donations can be made starting from $1.00.  As Todd Boyce has stated, “People need to understand that everything they can do counts.  A dollar or greater, it’s all appreciated.  It goes a long way to just letting people know that if it’s just a small amount, it shows that people cared about him, care about his story.”  Boyce reminds us how quickly Toronto came together to raise more than $200,000 to help Gawker obtain a video allegedly showing Mayor Rob Ford smoking a crack pipe.  Surely if money can be raised for this – than money can be raised for Jeffrey – a little boy whose memory deserves to be honored.  Not only will this statue honor Jeffrey, it will also raise awareness of child abuse and the importance of reporting any suspected abuse immediately, before we lose another child as horrifically as we lost Jeffrey.

As the inquest into Jeffrey’s Baldwin’s case continues, it is inspiring the public to continue being Jeffrey’s voice, and to ensure that he is memorialized properly.  One man in particular, Todd Boyce, has been especially touched by Jeffrey.

Todd, a father of four, has launched a $25,000 fundraising campaign to have a bronze statue of Jeffrey, dressed as his hero Superman, erected in Greenwood Park.  Todd has said that he wants to do something to ensure that Jeffrey will never be forgotten.  As I was browsing the fundraising page set up for Jeffrey’s Memorial Fund, I came across what Todd had written to explain the campaign’s goal and purpose.  Within that description, I found the most beautiful, perfectly stated, moving and inspiring comment I have every read in any article covering Jeffrey’s case.  Todd wrote:

“It (the statue) will be constructed in a manner to allow children to play on. This will allow children to play with Jeffrey, a neglected child that was prevented from having any friends to play with himself during his short life.”

In 2005, when Jeffrey’s grandparents’ trials were underway, Amanda Reed, a mother herself, also felt the need to create a permanent memorial for Jeffrey.  Amanda successfully established the first ever memorial for Jeffrey, a bench with a plaque and a small garden in Greenwood Park.  It is beautiful, and reminds many that we must not forget children like Jeffrey, who do not have a voice.  Todd believes the statue will really compliment the memorial Amanda was able to put together.

It is incredible what Todd and Amanda have done and are doing.  These two wonderful people are the reason that I keep covering cases of horrific child abuse.  They show me that society is becoming more aware, better educated, and is beginning to refuse to look the other way when a child is brutally ripped from this world.  One by one you can see people begin to stand, and the momentum that we are gaining in keeping our children safe is only picking up more speed each and every day.  I would like to thank Todd and Amanda for everything they are doing to ensure that Jeffrey’s memory never fades.

The memorials for Jeffrey are helping to stress the importance of reporting any suspected instances of child abuse.  It is encouraging society to get involved, to not ignore children in need of help.  It reminds us that a child, is always innocent, they have done nothing to deserve the horror and pain they face.  These children like Jeffrey, they are forced to go through this world, for the short time they are here, alone, not knowing the love and safety that should be found in a parents’ arms.

Today as I remember Jeffrey, I am grateful to know that he, well to be completely honest, has become Canada’s son.  Parents all through our incredible country are loving Jeffrey, and fighting for him as though he were their own son.  We didn’t save Jeffrey from death, that won’t ever change, but we have ensured that his life is honored and celebrated and that his pain and torture are also not forgotten, and instead has been used to save other children in Jeffrey’s name.  He is that angel sitting on our shoulder, encouraging us to continue the fight against child abuse, to continue to educate society on how to spot abuse, and more importantly – TO REPORT IT.

JEFFREY BALDWIN INQUEST ~ UPDATE 11.18.2013

As the inquest into Jeffrey’s death continues on, his murdered has been granted standing at the inquest.  Despite the fact that Elva Battinenau murdered her grandson Jeffrey, it has been ruled that she has unique insights which could help the jury make its recommendations.  Attorneys for Jeffrey’s surviving siblings strongly opposed the request, stating concerns that Bottineau would use the standing as a soap box in attempt to deferring the blame for Jeffrey’s murder.  This was taken into account when considering the request, and limitations have been put on Bottineau’s standing.  There may be witnesses which she will not be able to cross-examine, and the nature of any cross-examination would be limited.  Bottineau will not be allowed to recall witnesses who have already testified, and any evidence she wants presented will be reviewed before being allowed in.  Bottineau will also have a video or telephone link set up so that she may listen to the inquest without attending.  Basically, Bottineau will have to get every single thing she would like to have presented approved before hand.  While she may be able to confirm some of the negligence and help the jury come to a decision, I still can’t help but feel like this is just allowing her another opportunity to abuse Jeffrey and take the attention away from the little man this is all about.  It’s disgusting.  I will continue to post updates as the inquest continues, and hope that someone will finally find it in themselves to do right by Jeffrey.

UPDATE 01.06.2014 – INQUEST CONTINUES AS BOTTINEAU TAKES THE STAND

As the inquest into Jeffrey Baldwin’s death continues, his murderer – his grandmother – Elva Bottineau has taken the stand.  Bottineau sat, simmering in anger, her face cold and hard.  Not exactly the demeanor you would expect from a person who was about to discuss how she murdered her grandson, she is the very last person that has anything to be angry about.  Her life was spared, and she in fact lives comfortably, clearly eating enough by the look of her pudgy frame, none of which can be said for Jeffrey.  The comments and statements that were uttered from her vile mouth while she was sitting on that stand are infuriating and unbelievable.  I don’t even know where to start, so let’s just dive into these nuggets of stupidity and callous evil.

When Bottineau was asked about her daughter Yvonne, Jeffrey’s mother, she sneered “She didn’t have any parenting skills – and what she did have, she learned from me!”.  Ohhhh, thank you for confirming that she was also a useless bag of skin such as yourself.  And Bottineau could not just leave it at that.  She commented on Yvonne’s maltreatment of her oldest child saying “The baby was left in the basement, by herself, crying, wet and hungry.  I made space for her (the baby) because I wasn’t going to let her go to foster care.”  Despite the fact that this was the same treatment Jeffrey received from this monster for most of his life, she still managed to sound self righteous, as though she did a MUCH better job at raising the children than Yvonne.  She claimed to have taken her grandchildren in to “keep the family together, instead of apart”.  If you ask me, allowing Jeffrey to die, was a far cry from keeping the family together.

Throughout her testimony, Bottineau kept making comments about the ‘real cause’ of Jeffrey’s death.  She stated he was always sick and that his fevers went on for weeks – but she didn’t take him to the doctor because she knew how to treat a fever.  She also stated that Jeffrey had a “slow learning ability”, and even if Jeffrey did – that doesn’t explain how he STARVED to death.

Jordan Goldblatt, a lawyer for some of the CCAS social workers, questioned Bottineau about her claiming to “wanting to provide Jeffrey and his siblings with love and kindness”, which Bottineau stated was her intention.  As the autopsy photo of Jeffrey, wasted away to nothing, appeared on the screen, Goldblatt turned to Bottineau and stated “This is the result of your parenting.  You see that?”.  After glancing at the photo Bottineau snapped “Yes!  I see that.”  This is when I like to imagine Goldblatt slapping this idiot upside her head and walking away, saying, “No more questions.”

Throughout the entire time, Bottineau showed no emotion but anger and contempt.  At least up until she commented on her appalling childhood, she let the tears flow for that.  The only insight Bottineau provided into Jeffrey’s death, was just how horrifically the CCAS had failed to keep Jeffrey safe, how they instead handed him to a monster a simply walked away.  If the agency had done its sole job, to protect these children, and looked into Bottineau and Kidman’s pasts, they would have seen the history of child abuse, murder and neglect that these two have.  They would have seen their inability to care for a worm, let alone a child, in complete verified, substantiated, documented proof.  They would have seen that sending a child to live with them, was as good as sentencing that child to endure horrific torture followed by a lonely, agonizing death.  Here is the most important, and most appalling part – seeing Bottineau in that courtroom showed that this woman fooled nobody.  She has no ability to hide what she truly is – a morally vacant, narcissistic piece of trash, boiling over with resentment.  She does not possess the mental capability to disguise her grotesque traits, nor the capability to even pretend that she cares for anyone, or anything, but herself.

Her face was screwed up in rage, her eyes were small and beady as she looked around the room.  There was no kindness or compassion in her face, imagine having that as your only source of human contact as a 5 year old child.  Bottineau displayed for the court and the public that the image of a loving, kind, and nurturing grandmother that CCAS social worker Quintana attempted to describe Bottineau as, is so disgustingly false and misleading, that it leaves a huge question as to how Quintana has not been held accountable for her very large role in Jeffrey’s murder.  If I went and handed a child over to a rabid dog, I would be held responsible for whatever happens to that child – and let me be clear – Bottineau is at the very best comparative to a rabid dog.

As the public becomes more and more aware of Jeffrey’s story and the horror he faced, they are speaking up louder and louder.  Memorials have and still are being created, everyday citizens are coming together to clearly say that what happened to Jeffrey is NOT ok, and we will NOT allow this beautiful little man to be swept under the rug and forgotten.  I hope this trend continues, and I hope that as the voices become louder and louder, that those in positions of power will see to it that EVERYONE who had a hand in Jeffrey’s death be held accountable.  Until this happens, we aren’t even playing in the right ball park to obtain justice for Jeffrey.

JEFFREY BALDWIN INQUEST OVER & MEMORIAL FUNDRAISING A HUGE SUCCESS

The inquest into Jeffrey’s murder has come to a close, and the jury recommendations are in.  Now the big question lies in front of us – will the appropriate changes and improvements be heeded, and will change come to how we are protecting our children.

Previous inquests have resulted in thousands of recommendations aimed at preventing child deaths.  Recommendations have included additional ministry funding for child welfare agency-delivered prevention and support programs, as well as a comprehensive workload review to assess worker caseloads to ensure front-line workers have the time necessary to provide the services needed.

A recommendation recurring regularly is the implementation of an information and data sharing system on children in the care of CAS.  The Child Protection Information Network (CPIN) would allow CAS to track and expedite the sharing of information, including background checks on families and potential caregivers.  The need for this program is urgently imperative, and yet time and time again the implementation of the program and training of the staff is deferred, often with the excuse of lack of funds.  We cannot accept this excuse any longer.  The jury put forth a recommendation that a 2 year deadline be put in place for the completion of CPIN, and as a proud Canadian I have every intention of following the development and placement of the program and am ready to ask the hard questions if this program is not made the priority it needs to be.

Amongst the 103 recommendations put forth by the jury at the end of the inquest was visits to children under the age of five even after the case is closed, that rules be amended so child protection workers must interview and have access to all adults living in the home and verify who they are using legal documentation, that an advertising campaign be created to improve awareness about the duty to report child abuse, that a 1-800 number be created to report child abuse, and better training of child protection workers in interviewing and investigation techniques.  All of these recommendations are an excellent place to start in the fight to better arming ourselves with the ability to protect our children.  What happened to Jeffrey was avoidable, and if we don’t correct the mistakes we have made that allowed this little boy to suffer so severely, than we are failing as human beings.  Another recommendation the jury brought forth in Jeffrey’s inquest was to include Jeffrey’s story as a case study for training children’s aid workers, and that the government provide contingency funding to children’s aid societies.  The jury also proposed a change which would require children’s aid workers to ask family members for identification.  I think this simple step could prove to make a big difference in giving our aid workers the resources to determine any possible threats or concerns earlier on in their involvement with children and their families.  Simply put, if someone refuses to show identification, then I would say that is reason enough to escalate the urgency in verifying the child’s safety.  Had this been the case when Jeffrey was placed into the system, it would have prevented Bottineau and Kidman’s names from being spelled differently on various documents, including in the child abuse registry documentation, allowing their offenses to go completely unnoticed and uninvestigated.

At the end of the day, there is still one point in Jeffrey’s case that really needs to be examined, and that is his older sister.  She too was treated horrifically and starved right alongside with Jeffrey.  The only reason she survived and her brother did not, is due to the snacks she received at school.  Now this leads to the question of why her condition was not reported by ANY of the teachers who taught and came in contact with this little girl.  She clearly was in distress and mistreated, it was obvious beyond obvious, so how was it justified to say nothing?  The recommendation that a campaign be launched raising awareness of mandatory reporting ties right in with this point, and as far as I am concerned, it is far overdue.  The bottom line remains that at the time of Jeffrey’s murder, laws were in place requiring mandatory reporting, however they were never enforced, so why are we sitting around saying we have these laws if no one is ever held accountable for breaking them.  Just think, I may not be sitting here typing this article today if just ONE person, ONE PERSON, had taken the time to voice concern for the welfare of this little girl.  Looking into this little girl’s welfare would have led right to Jeffrey, and if the person who saw this was human and had a quarter of an ounce of concern and compassion, Jeffrey would just be graduating high school and setting out to making his life everything he wants it to be.  We have lost so many beautiful, incredible young lives at the hands of the systems we have put in place to protect them, and their blood is on all of our hands.  Unless we are out here fighting to make changes, to honor those who have been lost, then we are just as guilty as all of those who ignored Jeffrey when he desperately needed someone to save his life.

The inquest not only shone a light on the short comings of our government organizations designed to protect children, but also shone a light on just how many adults were aware of what Jeffrey was going through, and simply overlooked it.  Not including Bottineau and Kidman, there were FOUR other adults in the home, two of the couple’s daughters and their partners.  One of Jeffrey’s aunts actually testified saying she “didn’t pay that much attention” to Jeffrey and his deterioration.  Her partner said he was “bugged” by Jeffrey’s decline, but didn’t want to create friction by reporting it.  Jeffrey’s siblings’ lawyer, Freya Kristjanson, spoke to this saying “You cannot legislate humanity, compassion, basic human dignity and decency, and that is why we make no recommendations in that regard.”  And while we are on the topic of everything that happened in that home of horrors, I would like to know how those who say Bottineau was too unintelligent to understand the abuse and danger she was inflicting upon Jeffrey, can explain why only 2 children in the home were treated with such hatred and cruelty while the other children remained fed, bathed and clothed.  During the entire inquest as Bottineau watched from a screen in prison, she could be seen rolling her eyes, sneering, talking angrily, and even at one point threw her hands in the air, then sat with her arms crossed staring at the ceiling.  Bottineau put together her own list of recommendations at the end of the inquest.  Amongst the 12 were statements of “show compassion and understanding” and “home visits and for the CCAS to not lie”.  I don’t understand how this monster was even granted sitting at the inquest, it seems to me that all it did was feed her narcissistic attitude.  She murdered an innocent little boy.  MURDERED.  She is the last person on this planet that should be allowed the opportunity to present recommendations in her murder victims’ inquest.

The inquest is raising issues with the way the Ontario government handles children at risk, but let’s be clear, these problems are happening all across our beautiful country, and as a Canadian, I sincerely hope that EVERY province will take these recommendations to heart to prevent another Canadian child from such a horrific and PREVENTABLE fate.

Canada – we need to demand that now is the time to make funding these programs a priority.  We are at a crisis point where when a child is abused and murdered as Jeffrey was, we can’t in all honesty say that we have done everything we could, as there is far more we should be doing.  I understand that funding throughout the government is always criticized and debated.  It is an issue that will be forever on the table, however I need to ask my fellow Canadians this – all of the programs receiving funding are counting on generations of Canadians to grow up, to become educated and to contribute to society – so why are we not focusing on ensuring that the children we have grow up safely, confidently and loved?  We place such responsibility on the next generation to continue to better our country, yet we leave them to be victimized when they are helpless and unable to not only speak for themselves, but to understand what is happening to them.  We talk about a future politician, a future law enforcement officer, a future teacher – but we never stop to consider that the children we have pushed to the side should be the ones fulfilling these roles.  Imagine Jeffrey teaching and helping to mold a class of third graders to be all that they can be.  Imagine Jeffrey becoming a pediatrician that saves babies lives every single day.  Imagine Jeffrey becoming a police officer that stands for what is right, that protects Canada’s weakest and most vulnerable from coming to any harm.  Imagine just how much we have affected thousands of futures, by allowing one child’s life to be snuffed out so maliciously.  This is not a price that I am willing to pay any longer, I am not going to stand by the side and say nothing, when I know that all it takes is to have one person step forward and speak out.  It only takes a single person to save the life of a child.

While there is a lot of wrong and a lot of change needed, there are Canadians out there that have found their voice and are not allowing this to just go by without a fight.  There is one Canadian that I take my hat off to, respect, admire, and support unconditionally for all that he is doing for Jeffrey.  Todd Boyce.  Todd has shown Canadians, and people around the world that it only takes a single thought, a single moment of deciding to see that thought through, to make miracles happen.  And what he has done for Jeffrey, is nothing short of a miracle.

Todd started out with a vision, a vision of a little boy wearing a Superman costume, cast in bronze, erected to remind us each and every day of Jeffrey.  A monument which would allow children to play on it, to play with the little boy that was not able to play with other children while he was alive.

The total cost of the 700-pound bronze statue is expected to reach about $50,000. Art Cast Inc., an art foundry in Georgetown, ON, has donated roughly $10,000 worth of casting services for the monument, while famed Canadian sculptor Ruth Abernethy has been commissioned to create the piece.  The monument aims to get people thinking about the responsibility we all have to look out for children and ensure they have a fun-filled, peaceful childhood.

To raise funds for the project, Boyce created a crowd-funding campaign on indiegogo.com aiming to raise $25,000. After less than 60 days, the campaign, which wrapped up Jan. 21, surpassed its fundraising goal by nearly $10,000.

“It’s been remarkable to see the level of compassion, especially from people outside of Canada,” Boyce said.  Donations have come in from across Canada and the United States and even as far away as Spain, France, New Zealand and Australia.  Boyce said several supporters have sent him touching emails about their desire to visit the monument and discuss with their children what it represents.  “This story doesn’t know boundaries,” he said.  “It’s something that’s permanent so many, many years from now people will be able to observe it, read about Jeffrey’s story and have them pay attention to the signs of child abuse and be more inclined to report it if they see it.” stated Todd Boyce.  One donor for Jeffrey’s statue lived on the same street as Jeffrey for 23 years, seeing the other children and grandparents on their porch often.  “My ignorance sickens me, I was completely unaware of the little boy’s torment and find it very difficult to admit the fact.” they shared.

Boyce said he hopes an unveiling event for the Jeffrey Baldwin memorial will take place sometime this fall, possibly during the Greenwood Park Fall Festival in October.

Jeffrey was once called a little boy forgotten, and while he lived his short life as just that, his name now is known around the world.  The movement Jeffrey has inspired is overwhelming, and to see folks such as Todd Boyce advocate so passionately for this little man is touching and invigorating.

Jeffrey baby, we promise we will never let the world forget you, they will forever see the heart of who you are as a little boy dressed as Superman, you will forever be our superhero.

These animals that so called cared for this precious child needs to be put away without any comforts, food or water, and even beaten, and abused, just so they can know how this child endured so much pain and suffering and yet, no one even cared enough to ride with him to hospital! And, finally one idiot had the sense to say this little fella was sick! What an understatement! People, if you are going to treat children like this, please leave them alone and let that special someone who can give love, and food, and medical care to these gifts from God! You truly are not worthy of any more of my comments! What a waste of life! Enjoy your prison time, it will be like the Ritz compared to where you imprisoned this precious, neglected baby! Rest in Peace little one! God is in control now!

  3. Oh no, my heart has sunk again over Jeffrey. I was hoping that Bottineau would never be given an audience. The Canadian justice system boggles our minds and causes pain and misery in our hearts most of the time but this is unfathomable. Thank you for reporting it. I was hoping it wouldn’t happen but not shocked it was allowed.

I am from the UK and came across Jeffreys story by accident about 3 weeks ago, I have not stopped thinking about him since, I have a little boy who is 18months old today, he looks a lot like Jeffrey and I could not imagine anything as awful as what happened to him, I wish every day that he could have been found, I would have taken him into my home and raised him as my own, I know that sounds silly but I would have loved him and treated him the same as I do my son, I just wish that someone could have saved him, he was so beautiful and special, to put up with everything that they put him through it just breaks my heart, I hope that he can see how much he is loved, that he knows how much we would have helped him if we would have only known.
    I don’t know how those 2 (and the others) are still alive, I thought that they would have been dealt with long ago for what they did, if they were here in the UK I think they would have all been in Hell by now, which is nothing less than they deserve.

  5. First of all I would like to Thank the creators of this page for all the time and effort that has been put in compiling information available on Jeffery.
    What Jeffery went through is absolutely miserable and there are no words that can ever do any justice to what this little baby went through. There are people in this world who go through all kinds of pains and treatments to be able to have children. How unlucky and ungrateful are those who after having children are not mature and responsible enough to take care of the little lives they bring into this world.

    I think that the Canadian Justice System needs to look into the files of the other adults who resided in the same house as Jeffery and his sister as these people must be held accountable for the cruel withering away of a little child who couldnt defend himself nor could reach out to anyone for help. Those including the social worker Margarita Quintana if not in this world then in hereafter would be held accountable for what they have done to innocent children and that day they wont be able to defend themselves because God SEES IT ALL ! Even as i write it , i know that my words for such horrible people are useless. They were conscientious enough this would have never happened but i dont know what else to say or do when i see pictures of little kids tortured by their own blood.

    As for the parents of Jeffery and anyone else who is currently abusing their child PLEASE DONT BOTHER TO HAVE ANY MORE BABIES. YOU ARE NOT WORTH IT.

    I have always been proud of being Canadian. I know that what happened with Jeffery and the negligence that happened in his case is horrendous but in many ways Canadian system is still better than social programs inplaced in many other countries around the world . The fault of the Canadian government is that they provide for everyone. Their social program provides monthly child benefit payments to parents regardless of their age, education, race or background. The fault of the Canadian system is that its too nice and in being so nice it has ended up attracting corrupt people. Because of such people , those who actually deserve assistance like childcare support would be denied in the future. I hope that people who know in their hearts that they are cheating the system and dont need social assistance would stop manipulating the system

  6. ….so sad that this kind of thing happens in this time of modernization. I followed this case from the beginning with disbelief! Where were the Children’s Aide system. Maybe they should be re-named? Hopefully some good can come out of this and a broken system made better. So sad……

Rest in peace little angel , There is a special place in hell for this evil woman , and the other five adults that were in the home and did nothing to save Jeffrey life they belong in prison but got nothing . I hope They each pay someway thru their lifetime and Jeffrey gets justice for everyone who turned the other way because they didn’t care . I can’t wrap my head around a witness in the home seeing him crawling up the stairs because he was to weak to walk , and stated looked like death crawl . My god ! What the h*** kind of people lived in that house? Sick

  10. my heart aches for all abused children. I would suggest that all child protective services have more than just one person investigate the same family. Perhaps there would be fewer chances of being fooled by inappropiate foster parents.

  11. I am a single dad of a 3 (soon to be 4) year old and I just do not u derstand how anybody could to this to a child. And the 4 other adults in that home should at the very LEAST be charged with accessory to murder! I am from the USA where child abuse is an all too common occurrence and something needs to change. We teach our children to stand up to and report bullies but who stands up for our children when it is their caretakers doing the bullying. If you see child abuse REPORT IT, then follow up on it to ensure somebody like Margarita Quintana did not simply pencil in “all is well”. Children are innocent and can’t protect themselves from these monsters.

Essa maldita deveria passar por tudo que o pobre garoto passou, eu sou do Brasil e essa história está revirando o mundo e vejo que ainda falta muita mudança nas leis no mundo, a pena de morte é pouco para demônios como essa velha desgraçada pois acho que deveria ser tratado igual, eu chorei em ver isso no ID investigação criminal e estou muito abalada principalmente por ser mãe de um menino de 4 anos a qual eu dedico minha vida e morreria por ele não sei como pode o próprio sangue principalmente uma avó a fazer essas atrocidades isso é repugnante eu juro por Deus que eu seria capaz de matar uma pessoa como essa mulher e ir para a cadeia se eu visse alguém fazer mal para um anjo indefeso, eu nunca mais na minha vida irei esquecer esse caso…. simplesmente estou chocada e triste todos os envolvidos merecem sofrer tudo o que Jeffrey sofreu! hoje ele está com Deus, e ela irá pagar muito ainda por que fora as contas que ela terá de acerta aqui na terra terá que prestar contas com Deus e rezo para que ela sofra no inferno pelo resto da eternidade.
